will this hold 6 pairs of snow skis and bags?

The Thule Atlantis 1200 is 12 cubic feet, and it will fit the 6 pair of skis no problem and even have some room left over for other gear, although probably not all the gear for 6 people. If you need more space for gear and the skis, it may be worth considering getting the Atlantis 1800 as it will still be plenty long enough for skis, but have a bunch of extra room for bags and gear.

What is needed to attach this, or any, cargo box to my existing roof rack on my 2011 Highlander? I already have the factory installed cargo cross bars. Can I avoid buying the base rack system given what's already on my vehicle?

You should have no problem installing the cargo box directly to your vehicle cross bars.
